On the 1st January 1997 EU Directive 91/439 came into effect, which required drivers to pass a theoretical test prior to sitting the practical LGV driving test.

The law stipulates that all divers must be in possession of an ordinary driving license (category B Minimum age 17) and the relevant LGV provisional license.

New categories entitlement (from 1st January 1997)

  • Category C 1 entitles the driver to drive goods vehicles over 3500kgs GVW, but not over 7500kgs GVW and is permitted to tow a trailer up to 750kgs within a total weight of 8250 kgs. (minimum age 18).
  • Category C1 + E if a trailer is heavier than 750kgs then category C1 + E must be held. The laden weight of the trailer must not exceed the unladen weight of the towing vehicle and the maximum combination weight must not exceed 12 tonnes. (Minimum age 18).
  • Category C - To drive a rigid vehicle over 7.5 tonnes G.V.W. you must be 21 or over.
  • Category C + E Holders of category C + E entitlement may drive LGV's towing trailers with a maximum gross weight exceeding 750kgs, (articulated or draw-bar vehicles) (Minimum age 21)
Staged Testing
From 1st January 1997 drivers will have to pass a category C (rigid) test prior to moving on to category C + E (articulated/ draw-bar). Staging will also apply to E (trailer) entitlements for non LGV categories.

NB - Drivers applying for any class "C" entitlement must submit a medical examination.
